The Government of Armenia has tasked the State Migration Service with reviewing the various immigrant investment and entrepreneurship programs that exist within the EU and elsewhere and to prepare a legislative proposal to introduce a similar scheme in Armenia. ICMPD in Armenia, within the framework of the EU-funded MIBMA project, invited an expert group from the Arton Capital company to carry out an extensive research in order to identify current programs and shape and design the best suitable program for Armenia.

On 15 – 16 May, ICMPD in Armenia organized a training activity on Research Methodology and Alternative Sources of Migration Data for representatives of state entities and NGOs dealing with monitoring and analysing migration-related developments in and around Armenia. The participating entities were the State Migration Service, the National Statistical Service, the Caucasian Research Resource Centre, Russian-Armenian (Slavonic) University, Yerevan State University and independent experts.

On 20 April 2017, the Armenian interagency working group on the development of the TOR for the Re-admission Case Management Electronic System, composed of representatives of the State Migration Service, the National Security Service, the Ministry of Foreign Affairs, Police, ICMPD in Armenia and an independent IT expert visited Tbilisi, Georgia to meet with Georgian developers and operators of the system, with the aim of learning from the country’s experience in using the system and exploring ways of replicating the model in Armenia. This visit was a follow-up of an initial familiarisation trip in 2016, with the aim to discuss more in-depth the technical issues related to the development of TOR for the system.

Migration is an ever present phenomenon in and of Armenia. Despite its size and relative isolation, Armenia is confronted with most, if not all, types of migration: labour emigration, labour immigration, people seeking international protection within its borders, a sizeable foreign student population, returning Armenian migration and all the (re)-integration issues that accompany these migration flows.
