On 12 September 2017, with the support of the MIBMA project, Arton Capital, a leader in the immigrant-investor industry, presented its investor immigration report on Armenia. The study and development of an immigrant investor program is a part of the program of activities of the RA Government, which commissioned this project to Arton Capital via the State Migration Service. The activity also features in the recently adopted Armenia Migration Action Plan.
In its assessment report Arton Capital proposes a structure and implementation modalities of a possible Armenian programme to attract passive investments of wealthy foreigners, leading to residency and ultimately citizenship. Central elements of the program including development of investment options, compliance and due diligence and marketing. The report put an increased focus on the project`s strengths, weaknesses, opportunities and threats, as well as presented risk factors and risk mitigation strategies.
According to prognoses, the program can become a reliable source of FDI with projected accumulated net revenues of more than US$100 million over a period of 6 years.
Recommendations to the Armenian authorities include discuss the critical elements of the program, such as development of investment options, asset management marketing and promotion with a wide range of stakeholders. This includes involvement of reputable international companies in the vetting of potential investors and asset management. Important is also to give maximum transparency to the process.
