From the 21st to the 23rd of April 2017, with ICMPD in Armenia support, the Working Discussion on the draft 2017-2021 Migration Concept Action Plan of the Republic of Armenia kicked off in Tsakhkadzor. The Working Discussion was attended by representatives of relevant state agencies, international organisations, and NGOs.
The Concept on the State Regulation of Migration in the Republic of Armenia for 2017- 2021 (Migration Concept) was adopted by the RA Government in February 2017. Subsequently, the purpose of this meeting was to discuss and comment on the draft Action Plan to implement the Migration Concept before formal circulation to the relevant state agencies.
Ruben Yeganyan, an expert from the Russian-Armenian (Slavonic) University, presented the results of a survey on a three-year monitoring of the external migration situation in Armenia. Representatives of the State Migration Service presented the proposed Action Plan activities under Key Areas for discussion. Some of the activities were questioned in terms of feasibility, others received comments for improvement. It was proposed to focus on the policy level rather than the implementation of actions related to the re-integration of Armenian migrants, which could be an area for development under possible ICMPD assistance.
Concerning the issue of deepening the co-operation with the EU on migration issues, it was mentioned that when it comes to return migration, it is often very difficult to ascertain the real migration status of applicants for re-integration support since often they cannot provide written documentation. Following further discussions, an agreement was reached on the need to elaborate outcome indicators and to perform follow-up surveys to measure progress.
