On 26 and 27 July 2016, ,the International Center of Migration Policy Development (ICMPD) together with the State Migration Service organized a two-day workshop on Development of Standard Operations Procedures (SOPs) on protection of Vulnerable Groups of Asylum Seekers in Yerevan, Armenia. The aim of the workshop was to assist the relevant national agencies in developing a draft Government Decree approving the procedure for appointing a representative for unaccompanied minors and other vulnerable groups.
The workshop was conducted by Ms. Freya DeLomabaerde, an asylum expert from the Belgian Federal Agency for the reception of asylum seekers. The first day of the workshop was devoted to presentation of the existing legal national framework of Armenia and EU asylum systems for unaccompanied minors and other vulnerable groups including disabled, people with mental disorders, pregnant women, victims of human trafficking. The procedures, terms and outcomes, reception system and guardianship-system of the EU asylum system were also extensively discussed. During the second day, the expert and the participants worked together to draft the SOPs that will be further put into appropriate legal format and submitted towards formal endorsement procedure.
The workshop was attended by the representatives of State Migration Service, Ministry of Health, Ministry of Labour and Social Affairs, UNHCR, Save the Children and MIBMA team.
