On 21 of June ICMPD in Armenia welcomed two experts from the Ministry of Interior Affairs of Moldova, Mr. Petru Turcan and Ms. Olesea Cotoman to briefe the representatives from the ministries of Foreign Affairs, Justice and the State Migration Service on the implementation of a Visa Dialogue and Visa Liberalisation Action Plan (VLAP). Successful and failed experiences on negotiating, implementing, monitoring and communication on VLAP were presented.
The experts shared the internal dimensions of the process: the agreed division of labour within and between the agencies involved and communication strategies within the government and with the general public. They also presented the external side on how the progress was monitoring and discussed reporting methodologies. Of utmost importance were lessons learnt: do’s and don’t’s of negotiating and targeted approach to certain EU member states.
On November 15, 2013 European Commission published the 5th Progress Report on the implementation of Action Plan on visa liberalization regime, which noted that all conditions have been achieved, and starting with April 28, 2014, Moldovan citizens holders of biometric passport benefits of a liberalized visa free regime. The experts noted that there are still actions to be performed like efficient management of migration flow, capacity building in sector segments, capacity building in sector segments, development of new EU concepts and others.
